Re: Proposed xml:id CR exit criteria

| For this specification to exit the CR stage, the following conditions
| must be met:

|    1. There must be at least two interoperable implementations of
|       the specification. For the purpose of this CR, two implementations
|       will be considered interoperable if they report the same xml:id
|       attributes with the same types [for all the tests in the test suite]

Add a condition that says that if one implementation reports an error,
all other implementations must report the same error or fail to detect
the error.

|    2. A minimum of one month of the CR period must have elapsed. This
|       is to ensure that enough time is given for any major errors to
|       be caught.
|
|    3. Constraints will be dropped if no implementation supports them
|       by the end of the CR period.
|
|    4. Constraints will also be dropped if sufficient and adequate tests
|       (by judgment of the working group) have not been produced for
|       those constraints by the end of the CR period.

Drop 3 and 4.
