New xml-id draft

I just posted an updated xml:id draft. To address

I've added the following paragraph to the conformance section:

<p>Conformance to constraints that
“<termref def="dt-must">must</termref>” be assured is mandatory.
It is recommended that applications assure the other constraints as well.
This specification defines no simply optional constraints.</p>

and I added a section 8 on extensibility.
