When I told the XML CG we were planning to change
the schema for the XML Namespace, ChrisL made some
suggestions about dated URLs and the like, to wit:

    Chris: issue an errata; make a dated url with the date of previous
    publication then make a new dated URL for the new one, and the
undated
    one should point (redirect?)  to the latest one.  This has been what
    people have done in the past.
