RE: Issue 3712 - wsp:PolicyReference can be used in any place where you can use wsp:Policy

I took over action 114<http://www.w3.org/2005/06/tracker/wspolicy/actions/114> to write a proposal for issue 3712<http://www.w3.org/Bugs/Public/show_bug.cgi?id=3712>.  Attached is proposed text for breaking out the wsp:PolicyReference text into a separate section from the Policy Inclusion section in the Policy Framework spec.

Additional, I propose to add a reference to this new Policy References section from Section 3.3 of the Policy Attachment spec:

OLD TEXT:

Alternatively, rather than using the global attribute, XML elements may use the wsp:Policy or wsp:PolicyReference elements directly as children, in order to support element policy, and the semantics for this are the same as for the use of the global attribute.

NEW TEXT:

Alternatively, rather than using the global attribute, XML elements may use the wsp:Policy or wsp:PolicyReference elements directly as children, in order to support element policy (see Section 4.3.4 Policy References of Web Services Policy 1.5 - Framework [Web Services Policy Framework]), and the semantics for this are the same as for the use of the global attribute.

This completes my action item.

Description:
Policy Framework Spec, Section 4.3.4 considers the usage of wsp:PolicyReference
within the wsp:Policy only, which is misleading/inconsistent with the Policy
Attachment Spec where wsp:PolicyReference can be used standalone.

Proposal:
Change Policy Spec §4.3.4 in a way, that:
(a) Policy Attachment Spec is referred to from this place
(b) drop <wsp:Policy> in the provided schema outline
(c) drop /wsp:Policy/... from the XPath expressions below the schema outline
