Given WS-Addressing doesn't specify if meta-data sent in an EPR in a SOAP message usurps meta-data available elsewhere, and WSDL doesn't help people divine which of the many WSDL documents which may describe a service is "the daddy", I can't see what this WG can realistically do here either, except maybe allow someone to publish a WS-MetaDataPresidencePolicy language at some point in the future.
