Title: [Guidelines] The introduction should state that the document only
targets policy assertion authors
Description: The introduction to the Guidelines document currently contains a
bulleted list to describe the target audience [1]. This list includes policy
expression authors, policy assertion authors, consumers and providers. The
document is intended to provide guidance for assertion authors; the additional
target audiences should be removed.
Justification: The introduction to the Guidelines document should be clear
about who the content is relevant to.
Target: Guidelines for Assertion Authors
Proposal: Remove the unnecessary bullet points and rewrite the third to last
paragraph in the introduction as shown in the attachment
