Thank you for your comment - we tracked this as a Last Call comment LC74 [1]. The Working Group agreed to qualify our use of the term WSDL document with "2.0" as appropriate to clarify that WSDL 2.0's import works only on WSDL 2.0 documents, not WSDL 1.1 documents. If we don't hear otherwise within two weeks, we will assume this satisfies your concern.
