If we define **includes a nullable type** for union types as

> one of its member types includes a nullable type

then it doesn't refer **number of nullable member types**.
And the restriction of unoin types also can be described like

> At most one member types can include a nullable type, and if one member type includes a nullable type, then the union type must also not have a dictionary type in its flattened member types.

Do they differ from the current one?
