[w3c/ServiceWorker] ServiceWorker, ServiceWorkerRegistration should be moved out of "Client Context" section (#1427)

The spec has a section for "Client Context" and one for "Execution Context". ServiceWorker and ServiceWorkerRegistration (and NavigationPreloadManager) can be accessed in an Execution Context, so they don't really belong in the "Client Context" section. They should be moved up one level.
