This is ACTION-33 to deal with ISSUE-121 In the Activities section there is the following requirement: [[[ [A new Activity] proposal MUST include or reference [...] Intellectual property information. What are the intellectual property (including patents and copyright) considerations affecting the success of the Activity? In particular, is there any reason to believe that it will be difficult to meet the Royalty-Free licensing goals of section 2 of the W3C Patent Policy [PUB33]? ]]] - http://www.w3.org/2014/Process-20140801/#BPCreation If there are important considerations, such as reason to believe it will be difficult to meet the RF licensing goals, or that there are members known to be avoiding the group for IPR reasons, this is important information for the AC to do a review.
