VC-EDU Charter Published to VC-ED Repo

Hello All,

The VC-EDU Charter has been published to a W3C ReSpec doc: https://w3c-ccg.github.io/vc-ed/charter/ <https://w3c-ccg.github.io/vc-ed/charter/>

This doc has been edited and agreed upon by the task force community in a Google doc. Publishing it to the ReSpec doc was done in preparation to publish the use cases and modeling recommendation draft reports which are works in progress.
