Rob,

Perhaps adding "except a service provider" after party would be more clear?

Is there a scenario where Audience measurement data would be shared with 
a 1st party?

Again, this is a case where talking about audience measurement data 
collected in a 3rd party context might be clearerthan talking about parties.
