Even though Kathy Joe and Susan Israel have been forthright, too nany questions remain given the changing nature of panel measurement. There has yet been a discussion on the actual techniques used to measure user interaction with content and the subsequent ad and marketing products produced as a consequence. I don't see how W3C leadership can support such a use without the independent fact finding required.
