http://www.w3.org/TR/webvtt1/ was published on 3 November 2014 and since then not a single bug has been filed and the only activity on the list was the "Vtt subtitles and karaoke style - by nino" thread. So unfortunately, I know of no evidence of any review, certainly not wide review.
