There was some discussion of the implications of the two patterns from this
note for ontology mapping.  Pattern 1 supports easy mapping, pattern 2
doesn't support mapping at all but makes implementation easier.  Mapping
issue is thought to be out of scope for this note, although important.

PROPOSED to publish lists of values as first working draft with
recommendation to add note re: impact on mapping of using pattern 2.
