Agenda item about the Software Engineering Task Force

Hi David, Guus and all,

Could we make the agenda item about the Software Engineering Task Force more explicit as follows:

To reach assent on the creation of the Software Engineering Task Force 

Since the suggestion of building such a Task Force [1], we have received lots of supports, including those in this mailing list. The Terms of Reference of this TF has been in the mailing list 
since Nov 17th [2], and the WG has been given enough time to read and give comments on it. We 
appreciate all the comments that we've got. The generally agreed version of the Terms of 
Reference is available at [3]. 

We hope to see the creation of the Software Engineering Task Force during today's teleconf.
