Section 4: suggesting changing paragraph title "Consistent Model Validation" to
"Constrained Model Validation". "Consistent model validation" is nowhere else
mentioned in the document and may imply that SML-IF model validation will avoid
inconsistencies in the SML model validation process. The theme here is that
interchange set validation is a constrained form of model validation.
