Diagrams for SOSA

In the course of preparing a briefing for RDA, I generated some c-map figures for Observation, Sampling and Actuation.


These figures are far from ideal or complete, but I suggest dropping them into the top of the chapter on SOSA as placeholders for the time being, and to prompt us to make better ones later.


(One of the best features of the old SSN-X report was the graphics, which I think were largely prepared by Laurent Lefort at the time.)
