A draft WG Note discharging this action is now on the W3C server at https://www.w3.org/XML/Group/2004/06/exacturi/xsd-rfc-3986-uri-3987-iri.html It describes the datatypes, provides the XSD source code for their simple type definitions, and exhibits the relationship between the type definitions and the ABNF used in RFC 3986 and 3987 to define URIs and IRIs in such a way as to allow the reader to verify the correctness of the translation (or to find errors in it -- find an error in the translation and i'll buy you dinner next time we're in the same city). The WG should consider whether we are willing to publish this document in essentially its current form or after some revisions. WG action, please.
