Where are we on language tags?

The discussion last week was squeezed down by blank nodes as named graph 
labels.

Please can we schedule discussions on blank nodes as named graph labels 
(*if* ISSUE-131 is opened) at the end of calls.


** Proposal on language tags:

1/ RDF processors are not REQUIRED to recognize any datatype IRIs

(removes text that adds "other than rdf:langString and xsd:string")

2/ rdf:langString

Add as a proper subsection of section 5 of concepts.

where LC-lang is a lowercase language tag.

This aligns with rdf:PlainLiteral.

Semantics defines the special abstract syntax to value space mapping for 
rdf:langString.

3/ xs:string

concepts adds a proper subsection for xs:string to note that the value 
space of xs:string excludes codepoint U+0000 and surrogate blocks, and 
it is implementation-defined whether it aligns to XML 1.0 or XML 1.1
