last call for use cases from the working group (with fixed link)

There have been some comments that working group members have use cases that 
have not been submitted.  It is now past time for use cases to be submitted.

So use cases submitted by working group members after 8 August may not receive 
full consideration from the working group.  A short description of a new case 
may be submitted by that time with a complete use case developed in 
collaboration with the Use Case Task Force of the working group.

The first step in submitting a use case is creating an issue in 
https://github.com/w3c/rdf-ucr/issues using the Use case template.
