I put together some notes about how XQuery evaluation works [XT], but
haven't checked the XQuery, XPath, and XPath F&O change logs.

Added issue text to 11.2.1 Invocation [INV] and 11.2.2 Effective
Boolean Value [EBV]. Andy, are you up late tonight? I think your
OK completes the editorial part of:
  PROPOSED: to publish 1.538 + EBV/valueTesting note, plus
  rdfs:Datatype/DATATYPE change in table, DATATYPE("abc")=string?
  note, plus, we hope, edited changelog by DanC
(though feedback is expected and appreciated).
