Re: prov-dictionary owl and xsd moved to NS + updates in staged document

Correction, I see the xsd at http://www.w3.org/ns/prov-dictionary.xsd is
out of date. It still speaks of "KeyValuePair" instead of "KeyEntityPair",
so there's a good chance all the schemas under /ns currently are from the
previous release.
