Re: CR docs linking to implementation report?

Hi Ivan,

The latest respec.js allows form an implementation report URI and a test 
suite URI to be provided.
See: http://dvcs.w3.org/hg/prov/raw-file/default/model/prov-dm.html

Would we address pubrules with these?
