proposed name for standard is PROV (deadline September 14th midnight GMT)

Hi all,

At the teleconference yesterday, the call participants voted for
PROV as the name of the standard.

*If you have any formal objection*, can you please raise it
by email before September 14th (midnight GMT).

The intent is to have the name of the standard formally recorded at the
teleconference on 2011-09-15.

PS. It is proposed that we would use the name along the lines of:
- The PROV Data Model
- The PROV Ontology
- prov:Entity   for prefix
- TR URLs likely to include prov
