Primer skeleton

Hello,

As discussed on the telecon, I've published a quick skeleton of the
proposed primer document at:

http://dvcs.w3.org/hg/prov/raw-file/default/primer/Primer.html

The only real content present is "News article example, part 1".

This is just to elicit feedback on the broad approach, and I will talk
about actions to complete the primer after.
