[paymentrequest] Should well-known identifiers be used for ubiquitous payment methods (#35)

The Payment Method Identifiers spec calls out some open issues. Payment method identifiers are strings that developers need to include in their code to indicate that a merchant can accept a payment method. There may be popular payment methods that will be commonly typed for which we don't want to require the full distributed extensibility format. If we choose to support these then we also need to decide where they are specified.
