Re: [paymentrequest] Should well-known identifiers be used for ubiquitous payment methods (#35)

They are two different issues:
* Issue #34 is about what form distributed extensibility should take. I'm hearing strong arguments for using a URL.
* Issue #35 (this issue) is about whether we allow well-known strings that aren't part of the distributed extensibility model to be recognized by the system.

The discussion of the two issues is muddled together but they are independent choices and closing one issue doesn't resolve the other so we should keep both.
