XML Encoding - Remove section 6.4

Dear all, I am proposing to remove Section "6.4 ODRL over XMPP" from the XML Encoding working draft [1].

It does not add too much value, as we discuss inline assets in Section 4.2

Let me know if there is any disagreement.
