The schema to be used for validating files with ITS "rules" elements
http://www.w3.org/International/multilingualweb/lt/drafts/its20/schemas/its20.nvdl
allows any elements / attributes in any namespace. So if you follow the 
extension approach of Okapi
http://www.opentag.com/okapi/wiki/index.php?title=ITS#Extensions
it will be fine.

Just change its:readinessRule to itsx:readinessRule with 
xmlns:itsx="http://www.w3.org/2008/12/its-extensions"
