Hi Pablo, all, sorry for not discussing this yesterday. I would resolve this by pointing to "character model of the world wide web - normalization" http://www.w3.org/TR/charmod-norm/ esp. the examples section http://www.w3.org/TR/charmod-norm/#sec-NormalizationExamples and say that as of today it is difficult to give clear recommendations with regards to normalization on the Web, see the note on top of http://www.w3.org/TR/2012/WD-charmod-norm-20120501/ Would that work for you and everybody? If yes I would put something in the draft and close the action.
