Capturing constraints definitions

Folks,
we've been discussing constraints registration off and on for a while.
What seems plain at the moment is that:

- We do know that compatible constraints definitions are important for
apps being able to work in
multiple browsers
- We don't know exactly how we want to evaluate new constraints before
agreeing on them
- We do expect the webrtc WG to hang around for a while

Given all that, and the considerations Dom mentioned, I wonder if the
Right Thing to do is to:

- Take all the registration stuff out of the spec
- Make a forward informative pointer to a Wiki page of the WG where new
constraints and new
procedures to handle them will be pointed at
- Announce the intention to work on a registration/review document once
the media capture spec
is finished?

WDYT?
