this is an input to agenda item 3. See
http://www.w3.org/2008/05/transprep/
transprep is a simple tool to decorate a DOM with ITS "Translate" 
information, as a preparation for further translation related 
processing. Current state: very early implementation, and likely to be 
continued as an input to (or replaced by) Yves's API proposal.
