References to RFC3066 should be replaced by BCP 47

The i18n WG requests that you replace the references to [RFC3066]  in http://www.w3.org/MarkUp/2010/PER-xhtml-modularization-20100213/  with the following:

RFC 3066 was obsoleted by RFCs 4646 and 4647, which together were given the name BCP 47, with the intention that this would remain a non-changing name, as new RFCs were developed.  This helps in particular since it is not clear from reading RFC the itself that it has been obsoleted. In September 2009, RFC 4646 was obsoleted by RFC 5646 (but RFC 4647 remains current).  RFCs 5646 and 4647 are still referred to as BCP 47, and are accessible via the same URI as before.

Although the spec currently says "RFC 3066 or its successor" (except in the comments in the schema), we feel it will make it more likely that readers will find the right specification if you replace that text with "BCP 47".
