RE: Comment on XML 1.0 PER: Editorial update of reference for "BCP 47"

I think the XML Core WG is in agreement (I think this
is just a "typo").  I'll ask the editor (Francois) to
make this change before we send in the publication
request for this PER (but I don't think we need to make
the change before the PER transition telcon).
