The draft spec at <http://tools.ietf.org/html/draft-holsten-about-uri-scheme-04> says that about:blank should be a zero-length text/html document, so yes, it's non-conforming. Firefox currently returns <!DOCTYPE html PUBLIC "-//W3C//DTD HTML 4.01 Transitional//EN"><html><head><title></title></head><body></body></html> according to View Source, and this is also non-conforming (almost-standards doctype).
