Registering the about: URI scheme

Hi,
   I've begun writing up a draft for the purpose of registering the 
about: URI scheme.

I heard on IRC that a couple of others may have started their own drafts 
for this independently.  We only need one editor, and I don't really 
mind who does it.  Pending approval from my boss, I'd be happy to 
continue with it, though if someone else would like to take over, that's 
fine.
