Last week's minutes say, regarding Larry's ACTION-99,
"Larry: I have reviewed it, so it should be closed"

but the minutes don't show that anybody else picked up
the ball, so I'm inclined to leave ACTION-99 PENDINGREVIEW
until somebody else picks up the ball.

I marked ISSUE-55 OPEN, since the editor's position shows
"one concrete proposal has been made resolving this issue".
That makes it show up pretty high on the agenda for tomorrow.
