please change the sentence to:
A DOCTYPE is a required header.
Rationale:
Either
* it is useless and not needed, then it should not be part of the
specification at all.
* if it is required because "Including the DOCTYPE in a document
ensures that the browser makes a best-effort attempt at following the
relevant specifications." then it is not useless.
