Typically this is done because there are multiple constituencies in the specification process which have only somewhat overlapping requirements. The question is whether there are such constituencies for HTML5. -Boris P.S. A multiple-constituency process which does not involve some features being optional begins to look like the fable of the pike, swan, and lobster (or crab, depending on your translation).
