Well that last message attachment[1] did not work right. It seems the  
W3C webserver may be misconfigured.

Here's another attempt with a BOM. The first attachment was handled  
for me  as ASCII even though the META element declared UTF-8. I  
didn't have it saved with a BOM though.

The HTTP headers form the W3C server read:
