Well that last message attachment[1] did not work right. It seems the W3C webserver may be misconfigured. Here's another attempt with a BOM. The first attachment was handled for me as ASCII even though the META element declared UTF-8. I didn't have it saved with a BOM though. The HTTP headers form the W3C server read: HTTP/1.1 200 OK Cache-Control: max-age=31104000 Date: Tue, 07 Aug 2007 07:48:18 GMT Content-Length: 1513 Content-Language: en Content-Type: text/html;charset=US-ASCII Etag: "1vg477a:12gvkaq2o" Expires: Fri, 01 Aug 2008 07:48:18 GMT Last-Modified: Tue, 07 Aug 2007 07:44:08 GMT Server: Jigsaw/2.2.5 Just trying again out of curiosity.
