CfC: Publish EME Candidate Recommendation with "at risk" features

The HTML Media Extensions WG is issuing a Call for Consensus to publish an EME Candidate Recommendation and to include "at risk" features in the proposed CR.



The current Editors' Draft [1] contain ALL the V1 "substantive changes" [2] that will be made as we move along the published MSE and EME timeline [3].  The "at risk" features have been modified to match the WG Decision on this topic [4].  In addition we are recommending that the following features also be marked "at risk":

*        Setting the media element's readyState<http://www.w3.org/TR/html5/embedded-content-0.html#dom-media-readystate> value based on key availability in the Queue a "waitingforkey" Event<http://www.w3.org/TR/2016/WD-encrypted-media-20160610/#queue-waitingforkey> and Attempt to Resume Playback If Necessary<http://www.w3.org/TR/2016/WD-encrypted-media-20160610/#resume-playback> algorithms.

*        Support for insecure contexts, including the Are insecure contexts allowed?<http://www.w3.org/TR/2016/WD-encrypted-media-20160610/#are-insecure-contexts-allowed---deprecated> algorithm and steps that call it

Silence will be taken to mean there is no objection, but positive responses are encouraged.  If there are no objections by Thursday June 16, this resolution will carry  and we will proceed with requesting permission from the W3C Director to publish the EME Candidate Recommendation.
