@andrea-perego w.r.t. can you shed any light on these: https://inspire.ec.europa.eu/metadata-codelist/ProtocolValue they reference a sort of "abstract typing" for specific OGC specifications - not the specific implementing versions. I suspect that what they really do implicitly is reference an INSPIRE profile of a particular version of a standard, as defined in some out of band rules or guidance. If there is something that can be added to the very plain objects being referenced at the OGC - maybe a comment or something, we can run this past the OGC NamingAuthority and update it.
