I’ve looked at the public-dxwg-comments configuration, and as Phil said, it is configured to use the archive approval system. The first time it sees mail from an address, it sends a confirmation back to that address to get the sender's consent to archive that and future emails. If your mail is not reaching W3C lists, look for AA messages sent from aa-sender@listhub.w3.org (don't forget to look in your spam box as well).
