Reply to comments on the document

Dear group,

Here are my replies on the several comments raised on the tracker under my
name. I would like to recall that those comments actually came not from me
but from a group of researchers that meet in Amsterdam some months ago. In
the responses I thus try to be representative of their collective
impression rather than my personal views.

Ok! Keeping the focus on publisher sounds like a good thing but consumers
should nonetheless be invited to at least comment on the document. It
should be ensured that datasets published following the BPs are not only
good for publishers but also appreciated by consumers.

Ok to keep that comment as "pending" until the discussion reaches to a
conclusion.

Ok although the text currently in 9.12 is very limited. This text should be
expended to bring more responses to the different questions raised in the
comments.
( Can someone raise an action for me to do that ? )

going into much details
