UCR ready - please review before Friday

Dear all,

During last Friday's call [1] we discussed a number of issues 
surrounding the the Use Case doc. The WG felt that the absence of use 
cases around closed data was sufficiently important to delay publication 
of the next working draft by a week if at least some of the closed data 
use cases could be included in that time.

Thanks largely to Eric S, this has happened. I was able to incorporate 
his work [3] by:

- adding the narrative text as a new mini sub section of section 3 
(thanks to Bernadette for helping me get that in the right place and 
make links from there to the relevant requirements).

- adding three new requirements (R-DataUnavailabilityReference, 
R-DataMissingIncomplete, R-DataLifecyclePrivacy) and amending an 
existing one (R-SensitiveSecurity).

- adding in links to/from those requirements from the relevant use cases.

I also incorporated the suggestion by Laufer [4] on improving the 
Bio2RDF use case.

Having done this and taken on board comments from Bernadette, I believe 
that the doc is now ready for the WG's consideration for publication as 
an updated working draft and I believe Hadley will put this on Friday's 
agenda.

Mark and I have been talking about adding a further GS1 use case (or 
extending the existing one) and this can, of course, still happen but it 
won't be ready this week. Also, I have an action item to create a 
furtehr use case from the research community. As it happens I have a 
meeting with many in that community this Thursday and Friday and will 
use that as an occasion to develop such a use case - but again, that can 
be added afterwards.
