Re: dwbp-ISSUE-40: Review R-Citable as a requirement for Data Usage

I've moved R-Citable to the metadata section as I can't see a general 
requirements section - is that better?

It seems *slightly* more appropriate so I've closed the issue. Scream if 
this is wrong.
