Good idea to get more opinions on this! 
I think that the two audiences mentioned in Q1 and Q2 must be the same. The fact that they currently are not is the issue that I have been attempting to bring forward. It makes no sense to create a document with information meant for one audience that is written as if it were for another audience.

Q1: data publishers, broadly defined to include anyone, including developers, involved in making data available—as data—to others on the web.
Q2: ditto
Q3: It depends on the context. We should consider the needs of data consumers who are end-users as well as developers in deciding what the best practices should be. If you want to talk about "the ones interested in manipulating the data and not the ones interested in reading the data”, you are talking about developers.
Q4: data consumers are all the people who use the published data. They can be developers, re-publishers, brokers, or end users.
