Note that this issue was raised as far back as 2011. See https://lists.w3.org/Archives/Public/www-style/2011Oct/0567.html which also proposes removing the "proper table descendants" bit. The W3C list archive breaks threading nicely on this one, but the discussion continues with https://lists.w3.org/Archives/Public/www-style/2012Jan/0700.html and https://lists.w3.org/Archives/Public/www-style/2011Nov/0117.html with the latter being confused by a missing "not" in the original post.
