Mark, Currently I am the owner and maintainer and you can put in an issue or even just email me with some details. The current github repo is https://github.com/manicprogrammer/vc-spec-rel I have been talking to Juan Cabellero and plan to contribute this into a working group either W3C or DIF (probably the DIF Interop Work Group as it seems a natural home) and it will move to a repo under whatever group it ultimately lives in. In the interim you can edit the diagram yourself and supply a PR or probably easier and best just give me any details I may not already have from your message and I'll do the legwork and get it into a release.
